Applications during the transition period

General information

During the introduction of the new domain name policy there will be a transition period where the succesion of the applications for the same domain name will be decided by lot drawing. The application form that should be used during the transition period is the standard shortened application forms (Part A).

The use of AUTO handles in applications will not be permitted during this period. All objects will need to be registered in advance. There are several reasons for this:

  • Each organization is uniquely identified in Norids database by an organization number. Norids system does not permit registering more than one organization object per organizaton number. If more than one application (by the use of AUTO-Handles) tries to register the same organization only the first will succeed. The following applications will be rejected.

    After the transition period a registrar can handle this by sending in one application and after the domain name hase been registered the resulting handles can be used in all following applications. This is not feasible during the transition to a new domain name policy as an applicant would like to have more than one application in the system at the same time.

  • Many organizations and persons already have objects registered, and Norid wish that these should be updated and used when possible.

  • The number of applications that are thrown out because of the registrar making trivial errors will hopefully be limited when AUTO handles cannot be used.

The Norwegian Post and Telecommunications Authority will draw lots between the applications, deciding in which order Norid should process applications about the same domain name. Duplicates, where the same organization applies mutiple times for the same domain name, are eliminated so that only one application remains. The applicant therefore may not improve his/her chances by sending in more than one application for the same domain name.

How to make an application

Only part A of the standard application form is used, part B and C is removed. Part A is filled out in accordance to the usual instructions, but without use of AUTO handles. Before the form is filled out, the organization object and the necessary person objects must be registered.

If these objects already exists, they should be checked for errors before they are used. This process is somewhat different for organizations that have already registered a domain name and those that don't.

Organizations that already have a domain name under .no

For these organizations, person objects and an organization object are already registered. Look up the domain name in Norid's whois database to find these.

Organization

Look up the organization object for the organization. Then look up the organization number in the Brønnøysund Register and check that the name of the organization is the same as the one given in the organization object, and that the organization is still registered. If there is another organization name in the organization object, it must be updated via a change notice. When the organization object is correct, the organization handle should be used in all applications for the organization.

If the organization has organization number 00000000, it has only documented its existence through resolutions. This means that it can not register domain names directly under .no or under any other domains that require a registration number in the Brønnøysund Register. Such organizations may only register domain names under the relevant second level generic domains according to the new domain name policy.

If the organization has organization number 0, it must be updated through a change notice. Ask the customer for the correct organization number and look it up in the Brønnøysund Register (to check that it is correct). At the same time, check that the organization name in the object is the same as that in the Brønnøysund Register. When the organization object is correct, the organization handle should be used in all applications for the organization.

Contact Persons

Look up the various contact persons in the whois database and check if these contacts are the ones to be used for further applications for domain names. Check that the legal contact person has the organization handle of the domain name holder connected to the person object. (This is normally the situation, except for certain old domains). If another organization handle is given, the legal-c object must be updated, or a new object must be registered with use of the person registration form.

If the organization wishes to use other contact persons instead of the ones registered for the domain, their person handles are used if they are already registered in the database. If not, the person registration form is used to register a new object. Remember that for the legal contact, the organization handle for the person must be the organization handle for the organization that is applying.

Organizations that do not have a domain name under .no

Organization

Look up organization number for the organization in the whois database to check that the organization isn't already registered, for example, because another registrar is also sending in applications on behalf of the organization. If the organization is registered, look up the organization number in the Brønnøysund Register and check that the name of the organization is the same as the one given in the organization object. If there is another organization name in the organization object, it must be updated through a change notice. When the organization object is correct, the organization handle can be used in all applications for the organization. If the organization is not registered, it must be registered using the organization registration form.

If the organization is not registered in the Brønnøysund Register, the organization number is given as 000000000 when the organization object is registered. Such organizations may only register domain names under the relevant second level generic domains according tho the new domain name policy. In addition, the organization's existence must be documented as requested in the rules for the generic second level domains.

Contact Persons

A person handle must be registered for contact persons that do not already have one. Check first that the contact person isn't already registered by looking up the name in the whois database. Note that since there can be several contact persons with the same name, you need to look at the address and connection to the organization to be sure that the object refers to the right contact person before it is used. Please note that the organization handle given for the legal contact must be the same as the one registered for the organization that is applying. If the contact person is not registered, or if the legal contact's organization handle is something other than the organization handle of the applicant organization, then a new object must be registered. Use the person registration form.

Sending in the application

After all the neccessary objects has been registered/controlled they may be used inn all the applications for the applicant organization. Finished applications should be sent to auto-reg@norid.no during the period from 19th February kl 10 to 23th february kl 16.

The following points are very important when you send the form by email:

  • Emails should be sent either in standard ASCII or ISO 8859-1. If anything else than ASCII is being used the mail *should* be in accordance with the MIME standard. In addition the following restrictions are valid for MIME messages:
    The following Content-Type will be accepted: text/plain and text
    The following Content-Transfer-Encoding will be accepted: quoted printable, base 64 and 8bit
  • Do not send forms with a lead sign on every line, whether blank fields " " or for instance ">"
  • Do not alter any name of the fields in the form
