Domain name policy change 1 December 2017

The current payment model with monthy invoicing will be replaced with a model where each registrar has their own account with Norid. This change requires an update of the registrar agreement and the domain name policy. The changes to the domain name policy’s appendix K is described in this document.

The current model with monthy invoicing is getting replaced with a model where the registration fee and the annual fee are charged to the registrar’s account immediately. The registrar will not be suspended from the registry system if there balance is too low. Transactions that cost money, i.e. registration, holder transfer and renewal of a domain, will be rejected if the balance is too low. The registrar can add funds to the account when they need to.

In addition to the factual changes, some minor textual adjustments will be done in the appendix.

Old text:

3. Payment terms

3.1 The registrar receives a batch invoice for all the domains he has registered and renewed.

New registrations are billed monthly in arrears, e.g. the invoice for new domains will be sent to the registrar at the beginning of the month after the registration date.

The annual fee is paid in advance every year. The invoice will be sent to the registrar at the beginning of the month after the domain is renewed.

Both fees have payment terms of 30 days.

If an invoice is not paid in accordance with the applicable payment terms, the registrar may temporarily lose his access to use Norid’s registration service. Notice of this will be sent to the registrar by e-mail 5 working days before implementation. The registrar will regain access to the registration service when outstanding invoices and an opening fee of 1000 NOK have been paid.

Two months notice is given for changes in prices.

3.2 It is the registrar’s responsibility to reinvoce the individual domain name holder. A registrar is free to price their services as they wish, which means that the amount domain applicants pay will vary.

New text:

3. Payment terms

3.1 The registrar prepays a sum of their choosing to Norid. The registrar can always keep track of their balance and add new funds when they need to. Norid does not pay interest on the prepaid sum.

3.2 Each time the registrar uses Norid’s registry service to perform a transaction that is subject to charge (registering or renewing a domain), the charge, including VAT, is drawn from the registrar’s account. If the balance on the account is too low to cover the transaction the registrar wishes to perform, the transaction is rejected.

3.3 At the end of the month, all registrars who have used of their prepaid sum will receive a cash invoice that shows the amount that has been charged, and how much is left on their balance.

3.4 Price changes will be announced two months in advance.

3.5 It is the registrar’s responsibility to reinvoce the individual domain name holder. A registrar is free to price their services as they wish, which means that the amount domain applicants pay will vary.
