General requirements

The registrar must comply with the regulations in effect at any time, as well as the guidelines and routines that Norid has provided on its Web pages. All communication with Norid’s application-processing system shall take place using Norid’s forms.

The registrar shall act on behalf of the domain name holder, and according to the holder’s wishes. The registrar therefore has an important responsibility regarding authenticating who places the orders with them. The registrar is also required to inform the holder about what rights, duties and responsibilities the holder has according to the regulations.

The registrar is liable to the domain name holder for any direct or indirect damages following the registrar’s changes to the registrated information about domain names, cf. the registrar agreement.

Authenticating the domain name holder

The registrar is responsible for authenticating the domain name holder when any order is placed. The registrar must be able to document that it is probable that the person who placed an order for a registration, deletion, update, etc., is in fact the person they claim to be, and that they represent the holder.

Norid does not set any requirements as to form regarding authentication. The registrar chooses how they wish to set up their own routines. A signature made with a secure electronic ID )BankID or similarly qualified electronic certificate) will, for example, be sufficient documentation. Less secure solutions are also acceptable, provided the registrar can document good organizational routines for identifying the domain name holders.

The control should happen according to whichever method the registrar deems appropriate. The method must provide identification of the same level of reliability as regular due care upon entering into agreements calls for, and the registrar must upon request be able to document to Norid that such identification has been made.
