  • Domain name policy update: Smaller changes to Appendix M – Mandate for the Alternative Dispute Resolution Committee
Norid will make minor changes to the domain name policy's Appendix M – Mandate for the Alternative Dispute Resolution Committee, which will enter into force on 12 August 2025. The most important changes will be a reduced minimum requirement for the number of members of the committee, an extension of the declaration of confidentiality, and documentation of Norid's responsibility for funding the committee. In addition, minor changes are made to the language and structure of the appendix.

In the updated policy, the minimum requirement for the number of members of the committee will be reduced from nine to six. This is due to a significant reduction in the number of complaints in recent years. It will still be possible to have more members than the minimum requirement indicates.
 
In the current version of the policy, it is stated that the members of the committee must sign a declaration of confidentiality issued by Norid. The amendment clarifies the content of the duty of secrecy so that the Norwegian Public Administration Act (§ 13 and following) apply correspondingly to the members of the committee.

A new section is added documenting that Norid is responsible for funding the committee, in accordance with the Norwegian Domain Name Regulation (§ 7). This change will make it clear that the members' work is remunerated by Norid.
 
Furthermore, it is specified that the committee may not make any decision other than that requested by the complainant. This clarification is already found in appendix H, point 1.5. However, this is a principle that applies to all types of complaints and should be included in the mandate of the committee.
 
In addition to the above changes, some minor changes are made to the language and structure of the appendix. This applies, for example, to moving or merging paragraphs, in order to gather information that belongs together under the same section. These changes do not affect the content of the appendix, but will help to clarify the committee’s mandate and sort the content of the appendix.


The changes will take effect from 12 August 2025.
